ARRL PUBLIC SERVICE HONOR ROLL (PSHR)
Introduction
The ARRL Public Service Honor Roll is a recognition program that honors amateur radio operators who make significant contributions to public service communications.
For those active in Amateur Radio Emergency Service (ARES), the National Traffic System (NTS), or other public service roles, the PSHR provides a structured way to track your efforts and receive formal recognition.
Purpose and Importance
- Encourages participation in organized public service activities such as nets, message handling, emergency operations, and event support.
- Provides a measurable record of service that often goes unnoticed, with monthly listings and certificates for sustained effort.
- Reinforces the professional and community-service value of amateur radio beyond “just a hobby,” strengthening our reputation with served agencies and emergency management.
How It Works – Categories and Points
To qualify for the Honor Roll in a given month, an operator must earn 70 or more points from the following categories:
- Net participation — check-ins to public service or emergency nets (ARES, NTS, RACES)
- Message handling — originating, sending, receiving, or delivering formal radiograms
- Serving in ARRL-appointed positions — EC, DEC, STM, NCS, or similar field organization roles, including their assistants.
- Scheduled public service events — marathons, parades, SETs, drills, and coordination meetings
- Unplanned emergency responses — on-air or on-scene participation during actual emergencies
- Digital and online systems — operating a Winlink node, maintaining a website, or managing an email list supporting public-service communications
Reporting and Recognition
At the end of each month, total your points across all categories and submit your report to your Section Traffic Manager (STM) or Section Manager (SM).
Qualifying operators are listed in QST magazine’s monthly Field Organization Report. Those who qualify for 12 consecutive months earn a one-time ARRL PSHR certificate.
